Background:
A Memorandum of Agreement (MOA) was signed between BPA and Reclamation in January 2005.  This MOA defined the roles and responsibilities, including funding commitments, of both parties to ensure timely and legally adequate implementation of the Tributary Habitat Program as defined in the UPA to assure that the Tributary Habitat Program will be implemented in compliance with the BiOp.   Reclamation has authority to provide technical assistance for design but does not have generic authority to fund construction for entrainment or channel morphology project nor to acquire riparian land or easements.  It is logical that to assure continuity from design to construction that Reclamation conduct construction oversight activities.  Part of the MOA indicates that using its specific statutory contracting authorities, BPA will issue an indefinite delivery/indefinite quantity intergovernmental acquisition or master agreement which will embrace among other things, construction management.  

The scope of this Release is as follows:  The Bureau of Reclamation, Pacific Northwest Construction Office (PNCO) will provide up to ten Contractor technical submittals and cursory review of Contractor informational submittals.  Technical submittals will be reviewed for compliance with specification requirements, permit requirements and with federal, state, and local government requirements.  PNCO will provide a construction inspector to oversee the work performed by the the Chewuch Basin Council's contractor to assure that the work being completed with Government funding is done in accordance with the plans and specifications.  The time on-site is assumed to be 8-hours per day.  One hour of overtime per day is to travel from lodging to the site.  The inspector is available up to four additional days for attendance at pre-work and post-work meetings, etc.  A resident engineer is provided one-day per week to supervise the inspector.  A Civil Engineer is provided to act as a liaison between the BPA Reclamation and the District, as needed, up to one half-day per week.  A contract administrator is provided for support on contract issues, as needed, up to one-day per week.
